`doom upgrade` failure

What happened?

doom upgrade spat errors at me, specically this:

  x There was an unexpected runtime error
    Message: File is missing
    Details: ("Opening input file" "No such file or directory" "/home/sparrows/.emacs.d/core/packages.el")

I tried running mkdir .emacs.d/core and touch .emacs.d/core/packages.el to resolve this, but doom upgrade began showing this error instead:

x There was an unexpected runtime error
  Message: Failed to fetch from upstream

using the git pull/doom sync -u results in another new error:

    x There was an unexpected runtime error
      Message: Invalid sub-list head in :files directive: :not

doom doctor suggests doom sync to fix this, but as shown above, that just gives an error.

What did you expect to happen?

doom upgrade to upgrade emacs

Steps to reproduce

  1. Iā€™m frankly not sure.
